Attaching sea glass to house numbers

I want to add sea glass to my exterior house numbers, covering each of the 5" tall pieces. This is for the exterior of the house in a coastal, saltwater environment.

Any suggestions for the best thing to use...silicone, grout, super glue....what is suggested?
