identifing a piece of glass

how would you go about trying to find out what type of bottle a piece of sea glass came from? I found a piece yesterday after a nor'easter, that has a scene on it. In the middle there is a rounded building (similar to the Capital Building) with what appears to be a steeple on top. On both side there is a flag. At the bottom I can see the number - R174. The piece itself is weathered, yet this scene is clearly visable.
