Is a two-speed Dremel good enough for drilling sea glass?

I've done a lot of research on drilling sea glass and most of it says to start drilling at 2500 rpm to 5000 rpm.
I plan on making tiny holes (about 1/16th of an inch, I'd say), and the drill that is in my price range is the two-speed Dremel that offers speeds of 15,000 rpm and 35,000 rpm.
Is that acceptable, or am I going to want to invest in a variable speed Dremel? Please advise!
