man-made sea glass is an oxymoron

How long do you have?

Seriously though, I suppose if you wanted to produce "tumbled glass" (which is technically what you are making) it would depend on the size of the rock polisher you used, what media you're using, the speed of the tumbler, etc etc, too many variables if you see what I mean.

Even then, the product you get out isn't going to look or feel the same as actual sea glass because part of the "sea glass look" comes from salt water leaching certain chemicals out of the glass and that takes more time and sunlight than you can artificially provide.

Maybe if you provide more details about what you are trying to accomplish someone here may be able to make a suggestion but to "make" sea glass? I don't think it can be done.
