What glue and other material to use to create a seaglass window?

What glue and other material to use to create a seaglass window?

I have been collecting sea glass and shells to use in an art window project. 

I saw a beautiful project on this site and the artist used a product called E6000 to glue her pieces of sea glass onto the window. 
E6000 Adhesive - 3.7 Oz
I also found a site called gardenglasswindows.com which has an array of gorgeous inspiring designs. 

Can you tell what material is used to "fill in" between the glass pieces/sea shells?  It is clear but has a waviness to it. 

Please help!

Glass glue

Make sure your glue bottle states that it will dry clear. Weldbond is another good product used with mosaics that should be good for a glass panel.
