Beach Glass Wreath with Sea Shells

I found some fishing net while walking on the beach and decide to wrap it around my base for this wreath.
Then I layered various colors of blue, aqua and white glass over that and topped it off with shells I found.

It is clear glass that is embossed with a circular pattern and a symbol within it. It looks like a year starting 18 but I can’t read the next 2 numbers. -
