Probably antique insulator fragment
by: Anonymous

It looks like a piece of an old electrical insulator that used to be used in rural areas to insulate telephone wires on posts in days of hand crank telephones. They might also have been used for primitive electrical service wires. Do a search on "antique electrical insulator" and you should see a number of photos of the insulators in their original shape.
